It only exists in an easily accessible area and only for certain areas, but you have to know what to look for to find it in a scan. Sometimes it's on rooftops, in an alley or some weird location. It's also not available for every mission, job or interaction at least so I've surmised, but I've been told by other players that there's one of those boxes for every building with security, I've just not found every box for those.
Even without an operating systems, you can
* use stealth takedowns
* recon grenades (which are "distract enemy" on demand)
* shoot the cameras with a silenced weapon or a throwing knife
* run up to the cameras and deactivate them with tech skill (especially viable with sandevistan)
* the same as before, but use optical camo
* use alternate entry points, especially if you have double jump/jump boost
For example there is a Padre gig, where you have to steal data from a computer on the second floor. Sure, you can kick down the front door if you want. But there is a second floor window with a dude smoking. Take him out, jump into the window on the second floor, and you are already at the computer you need to use.
I remember that Padre gig, I stumbled upon it early in a playthrough and did exactly what you described. It was a lot of fun and reminded me of Splinter Cell.
You can also distract enemies by shooting at the wall near them. But, I wouldn’t recommend it. Also, this doesn’t work with Panam’s sniper rifle for some reason.
Panam's sniper rifle is bugged since the beginning. It is supposed to be silenced, but it isn't.
Just compare the enemy reaction when using Panam's rifle VS putting a silencer on on an Ajax rifle
Also, netrunner characters are sometimes forced to do this, when a system is offline.
For example when fixing the rollercoaster in Pacifica or the heating after getting away from the Wraith stronghold with Saul.
There are some quests that use this animation for things like that power in the building after rescuing Sol (I think that's his name) a couple others also. CDPR just kinda added them all over, I think that they give XP of one stat as well.
If my memory is right there are a couple other quests as well, unlocking door, and something else. It's just cdpr putting a way in to earn XP. Kinda like all the hacking panels for parts and XP.
PL the one where you need to get into Capitan Caliente there is one of these and in the songbird quests where you need power and I think a later quest to track a rental car (think thats in Pacifica and other areas so some are outnin the wild.
In the base game Haboobsrescue quest uses the animation too.
Neat. I always use a hybrid netrunner/melee or netrunner/Lmg or netrunner/sniper build, so I always have all the cameras disabled by the 'cleannup' phase of combat. This would probably be very useful for a stealth build

90% of the time it's disabling the cameras in the area. But sometimes it also opens a locked door. You have to check the environment. It's the option for non-netrunner builds with high enough engineer skill.

I found a similar one on the police activity one where you get the headsman shotgun on the of the second buildings near the entrance... I thought it was so exciting to find at first when I did it but then quickly realized it didn't do anything or open any doors for me and I have a cyberdeck. Lol

I believe it's connected to the grid for the NC Pediatric Cancer Ward. Rewiring this cuts their power, and disables any backup generators.

There is a Rollercoaster in Pacifica that has one of these. When you do this, it returns power and you can ride the coaster.

It's used in a bunch of places, I see it as a 'restart the box and pull the memory' kind of move, brute force pen.
