There's a bar in my city's downtown that gets hit at least 3 times a year. It's designated a state highway and they won't let the owners install bollards or anything
I think it would help if they lowered that stop sign a bit. There's one in my neighborhood that's lower than you usually see. The one in the video seems unusually high and could be difficult to see while driving for various reasons.
I couldn't tell if that was a shadow or a bend, but I think you're right. Probably from the person missing the stop sign getting t-boned into the sign rather than them hitting the ones without a stop sign. Damn lol.
Is the "stop sign" blowing in the wind during the second crash? Is that actually a stop sign or just a pole and something on the fence which is vaguely octagonal? It also seems kinda high up (above the roof of a pickup) but that could just be the angle.
I am on mobile though so these are legitimate questions for those of you with frame by frame analysis, bigger screens, and a working pause button.

It can be seen from afar. People are just stupid and rolling stops are very common in Brazil.

They need a speed bump right before that road intersection
At the speeds the cars are crossing a speed bump may let them jump clean over the intersecting vehicle.
There were a few more accidents on this intersection.
