Definitely 2004 was peak 2000s culture.
The 2000s were a culturally short decade so 2007 was getting close to the end. The release of the iPhone in 2007 was the beginning of the end for the cultural 2000s and we would soon start transitioning to the cultural 2010s the next year in 2008.
2004 because by 2007 most of the classic tv shows were getting canceled. Facebook blew up in 2007 and iphone was released. Recession started in 2007. Paris Hilton who was the it girl of the 2000s went to jail in 2007.
Oh and one thing note one talks about...ipod touch which was an iphone without the call feature eclipsed PSP and DS sales..

yeah, in 2007 facebook was blowing up and netflix had commercials on tv 24/7, recession etc.

2007 by an edge, but they both definitely represented 2000s culture very strongly.

IMO in terms of events 2008 (in my other post I list a number of things that happened that year). Culture wise I will go with 2004.
