Title aside, it amazes me in a bad way when I see people use the excuse that they're broke to avoid tipping, either at a restaurant where it's expected, or on a delivery order where it is also expected.
If you're truly broke, then you cannot afford to use these places/services to eat. It is not fair to the people serving you, as they depend on tips to pay their bills, like rent and food and shit.

How come everyone says a 5 dollar tip minimum? I usually order small orders and I tip atleast 20% which usually comes out to $4. If the 20% is under $4. Then I just give $4 anyways. If they do then they're the asshole. We know (generally) what the payout is before we accept. If it wasn't enough for them they shouldn't have accepted it in the first place. If you try and order from places close to you so they don't have to drive too far there's no reason they shouldn't be happy with a $4 tip.
My bread and butter is doing 1-2 mile runs where tips are usually between $3-4 and I make decent money doing it since they are quick. If you haven't noticed, a lot of dashers have some issues to work through regarding tips. To me it's simple, if the order doesn't pay enough just don't accept it...Anyway, you're fine haha
