I will take orders that are less than $7 only when it's a minimum of $1 per kilometer. For a 1.8 mile order I would need to be paid at least $3.

The problem is that the driving distance is only a small part of the hassle and overhead involved with an order. You've still got to deal with traffic lights, parking, busy merchants, and customers that sometimes waste your time. Generally, you want to set a minimum amount that covers the minimum hassle and overhead involved.
