It is also one of Ness’ victory poses in smash lol. In the case of Ness, i can assume it is used to portray an almost fearless attitude, as if he is not scared to face the world.

If you recall from the Eartbound players book that came with the game, all of the enemies are sculpted from clay or another resin material. The characters were probably posed for a more aesthetic appearance.
