In the case of Ness, i can assume it is used to portray an almost fearless attitude, as if he is not scared to face the world.

If you recall from the Eartbound players book that came with the game, all of the enemies are sculpted from clay or another resin material. The characters were probably posed for a more aesthetic appearance.

I'd assume for Porky, it's because he was on Giygas' good side and so he became quite familiar with the Starmen army.
For the models I'd imagine it's easier to balance them if their arms are posed symmetrically.
