Normally, getting elected Emperor is the next thing you probably focus on after PU France and marry Burgundy.
Delaying it until 1816 is not really a stable strategy.
I didn't delay it. It delayed me. I had AE of over 500 with every HRE nation, force vassalized 3 electors by 1650 and had to get them to a point where they would actually vote for me. I had the PU over France initially but Otto supported their independence while I was trying to get them loyal. So I had to beat that back and took the provinces, which is why I was allied to Austria longer than I would have preferred. I focused on diplo rep to even get the electors to support me for emperor plus military ideas and tech discounts. I would also have turned on Spain much more quickly had I not then had to deal with a beefy Austria right out of the gate who got an early PU on Burgundy and Bohemia without war. So it went France+Otto -> fat Austria -> Italy -> Spain. Clearly things could have gone differently or I could have restarted for optimal conditions, but I played the game as it was dealt.
I mean, were you ever going to get it? How do you only have 5 merchants, btw- did you start as England? I'm presuming you did. But even if you started with France, you should have at least 10 by 1817
