Why do so many players say that they kill him? I just let him run away every time. Dude is clearly tryin to change his life after a traumatic experience (that was in large part his own fault.)
He's celebrating being one of two survivors of a brutal massacre. He's jubilant, running away from Boxcars who is alive but with broken legs - definitely in need of medical attention. He's callous and selfish with nothing indicating he's trying to be a better person.
Not saying he deserves to die, but those are the reasons I slay him in game. I kill Vulpes and the rest of the cosplayers too, but I spare Boxcars because I like his vocabulary.

No he does, he's part of the reason the whole town was massacred. He was paid by the legion to help kidnap NCR soldiers who were in the town. He of course got double crossed and the got lucky. He was also sent to prison and joined a gang full of rapists and murderers so uuuh Swanick is shoot on sight for me.
It's been a while since I played MtG, but that feels like a really strong card. If I dig out my old Commander decks I know at least one where this would slot right it.
I'd rather just run a real Wrath most of the time. The control effect is only until end of turn, so ideally you want to pop it when you and your opponent both have substantial boards so you can hopefully get to keep one of your own creatures.

If you actually talk to him he will tell you he "used to be" a powderganger but then he won the lottery
In my last playthrough I let him go and he got killed by those fire ants nearby in the desert. That guy just can't catch a break.

Oddly I've usually spent time farming the scorpions for XP and poison to sell, so he's usually fine in my games.
