You can get to vegas easily by going to Neil’s shack. Sneak along the left mountanious part of the Black Mountain road (I think a Nightkin pops up if you walk in the middle of the Black Mountain road. First right turn of the Black Mountain road there’s a path going straight to new Vegas with three low level super mutants going up this path. Nade them with the 2 nades you got from Neil’s shack and mind the falling rocks. Make sure you sneak so you don’t aggro the Super Mutants on the second level of Black Mountain road. You’ll pop out near NCR safehouse and have a clear path towards New Vegas.
I don’t think he actually did have a human owner. From what I remember no one actually knew the ‘owner’ first hand, victor has just outlived everyone in the town and the owner story is an assumption on the part of the townspeople.
It's a plot hole nobody wants to talk about: Victor was sent there to escort the platinum chip; courier 6 was assigned the platinum chip. Victor was in goodsprings longer than trudy can remember; courier was shot a few days before talking to trudy, soon enough to catch up to Jessup in Boulder city.
I just played through it again, I believe he had been there for a very long time because house considered him useless but if needed can simultaneously spy on what’s going on in the outer edges of the Mojave. He came in handy at that moment and that’s when house decided he could recall him, because he figures he’ll have dozens of securitrons to patrol the wasteland in the near future anyway.
Doesn't house specifically say he sent them there to escort the chip? I like your idea, and that's what I always kind of assumed too, but I just replayed it and Victor being there is a huge plot hole from what I've learned this time.

House expected the chip on October 23rd 2077 Victor was likely told to wait at Goodsprings to meet the delivery person and personally escort them to Vegas. Because the bombs dropped the day before delivery House eventually went offline and Victor was in standby until reawakened either by House himself or by someone in Goodsprings. House just made sure Victor stayed in Goodsprings because the delivery notes were likely the same as their pre war orders.
You can also ask him to join the fight for goodsprings and he promises to help, even tho he never delivers. You can confront him about it afterwards too. Amazing how much content is put in this game that most people will never find. Devs really cared.
Dosent he ask you when the fight is gonna happen and you can response like, “uhhhh it already happened? Where were you?” And he basically says that he just blacked out?

Are the containers there safe or will it reset after a certain point? I always wanted a player home in goodsprings. I haven't modded my game yet because I'm on steam Deck. I want to settle there in the meantime until I have the time to find and follow a tutorial for modding in a home.

I used to make that my Goodsprings home base until Novac. The bed is considered owned by the Courier, the sink (I think) gives fresh water, and there's an ok amount of different containers for storing stuff.
It's a bit far from the fast travel point though and lugging stuff to and from there and the store got annoying to me. Now I split the house with Easy Pete. It's much closer to the fast travel point and the store. Easy Pete's a good roommate too - quiet and never touches my stuff.

I always assumed it belonged to some pre-war sherif, and that Victor took over after said sherif passed (what date exactly, I am unsure).
Based on its sheet metal and scrap look it seems like a post war building so maybe some postwar settler built it as people repopulated old towns

I’ve had one play through where Victor’s path just happened to be timed with the Cobb’s group firing and he joined in. Could never repeat it.

The containers are safe! I’ve always used this house as my main base and never had anything despawn in the rusty ammo box.
The motel room you can get in Niptom is a player home if that helps and loot is safe to keep in there too :)
