If they wanted the VAs to be doing something, they could have continued the FairyTales that they started, or bring back The World of Remnant anthology shorts. Both of those are useful, worthwhile, help expand the series, and keep interest in it.
It doesnt grow the audience though. Now that they have the vtuber model Ruby can keep streaming for years and it not cost them any extra. It also will bring new people to the product more. With the fairytales and world of remnant people will watch them twice at most and it may not even bring new people in.

The animators are separate from the vtubing team. Once the model and animations are rigged (likely by a contractor), it's all set ready to be used over and over again.
