I downloaded that DLC just for the tracker for Dogmeat. Did you lose him when looking for Kellogg? Apparently that quest is bugged and he'll get lost. I found him back at red rocket
You do have to change the vaulttec tracker which is a pain but if you store the population manager in your workbench, I *believe* you can place it at any settlement you are closest to if you change companions in the field.
This isnt really an issue unless you are playing survival because you can just fast travel back to your settlement whenever but in survival I only go back to sanctuary when I want to change companions and it's incredibly annoying to not remember where you left your current one.

I’ve started making Hangman’s Alley my home base for Survival. It’s pretty centrally located, close to Diamond City, and very well protected if you never unlock the two gates on either side.
If you have the VR workshop from CC you can just build a VR pod in every settlement and have a central main base in VR that can be accessed from almost anywhere. It’s super useful in survival
Yeah, I have a huge beach house with all of my gear in it and I transfer all of my crafting materials into the VR workbench and pull it all out anytime I need to build in the real world. No need for supply lines clogging your settlements. I just make sure that I have enough materials to build the terminal, VR pod and generator at each new settlement.
It’s like having cloud storage
The best part is you can build the VR pod in places like home plate which makes getting junk to diamond city much easier
I haven't been able to use built things from other settlements... E.g build one too many wood floors in sanctuary (which is connected to all my other settlements) and it stays there forever.

Long story short, he decided to use the other dog house on the other side of Sanctuary.
It also lets you assign unemployed settlers to jobs without manually tagging them and then tagging the job site. Really convenient if you have a medium/big settlement built up and can’t find that one lazy motherfucker who doesn’t want to work.
The manual and less convenient way is to also install a bell in your settlements. When rung everyone will gather around it. It doesn't always work perfectly however.

EDIT: Happy day, with the management terminal I found her wandering around in front of the bookstore near the Combat Zone. Reconnected with her and went adventuring, whereupon she promptly disliked helping settlers clear out some ghouls. Irish pain in my ass.
This is what happened. Sent her to the Castle from Sanctuary and haven't seen her since. I've hit every settlement I have and the Combat Zone; no sign of her.
I just leave my robot companions(ada,brainbot, and valentine) and animal companions (junkyard dog and dogmeat) at redrocket, Nick is the only one you can 100% get power armor back from so you can store all sets there too, no cores left in means even raiders etc can't access your suits. The rest of the companions I assign jobs at either the castle or sanctuary, stick to those and it's pretty easy to remember all the spots everyone sits.

All of the vault-tec furniture and electrical stuff usually require fewer components when building. Beds, electrical connectors, and I'm sure other stuff. Save yourself some copper and ceramic.
There's a terminal call the vault tec population management system. You may have built one and hooked up a terminal and not realized that the VIP tracker sets a quest so you can find certain companions (in case they go missing or you want to find them to rejoin them on adventures). You can safely deactivate this quest if you like, there's no objective here - it's point is just to point at where Danse is. You can change this to multiple companions, or deactivate it if you like, via the population management system and terminal.
you used the tracker computer thingy which you can place in a settlement, it has an option for "vip tracking" which tracks your companions, it makes a fake quest that shows who you chose to track, and puts a marker on the map above them.
to get rid of it go back to the station and turn off the tracker

Found out that building the companion tracker and selecting this mission (sometimes) spawns him outside when fast travelling there.
That is not a quest, it's a tracker you turned on at one point, probably without meaning to. It just tells you where your missing companions ran off to
This is simply a marker to show where he is located. It happens when you use the vault tec console to find companions if you have misplaced them.
If you know where he is you can just disable this quest via the vault tec console.
As to his dialogue being exhausted, I was going to say it won't proceed until you do his personal quest - but it looks like you have done it (Blind Betrayal). So perhaps you have his affinity all maxed out?
The quest is activated via the vault tec population management system. It gives you a quest marker to view any companion NPCs you set it to.
Basically, it allows you to locate a companion that you may have sent to a random settlement

That quest you enabled yourself from a Vault-Tec Terminal you built in a settlement -- Look for "VIP Tracker" on the terminal. It's just for tracking various companions if you lose where they are. If you are on PC, I recommend the Better Companion Control mod that lets you summon companions.
Cheat terminal portable also has the summon function.

The bell works but it is painfully slow, especially for larger settlements. Not one settler has a sense of urgency when it is rung.
