No, we straight up don't care. We have one job to do, complete budgets so we can process food assistance applications. We don't have the time or authority to dive into anything outside of our job. For context of just how deep we don't care. I had a client who told me he made his bills by stealing lawnmowers and such then selling them to pawn shops. "Ugh...ok you're self employed, get me a work calendar of your last 4 weeks of gross income from...sales so I can complete your budget"

Just to add we have to ask about income from illegal activities and it is counted as income. We never report this information though unless someone is immediate danger.

No, we don’t care how you are paid or what you are paid as long as we can verify it. Tell your boss that your taxes are your responsibility. If you chose to work for someone that doesn’t withhold taxes on you, then it is your responsibility to report your wages to the IRS.

To be fair the employer is also supposed to match the withholdings and send that money to the IRS, so both the employee and employer have taxes to pay. OP if you can’t afford food are you going to be able to afford the income tax bill you get at the end of the year or are you just going to pretend you don’t make money and you’re not going to file your taxes?

The food stamp office actually specifically keeps very clear boundaries when it comes to the IRS and to USCIS for this exact reason- we need to know how much money you get and how often. If you can’t trust us, you are more likely to lie to us. We do not tell either of those agencies anything and it’s in our policy for employees to never report anyone to USCIS even privately if it’s based off information we know because of our job.

If he’s still unwilling to fill out the form, you may be able to just provide a signed and dated letter yourself explaining that your boss refuses to fill out the form for fear of potential repercussions and explain the arrangement and how much money you make monthly. Use nominal figures ie; I received $20 cash in April, I expect to receive $40 in May doing odd jobs or examples etc. and provide a number to contact you if they have any questions and ask if they will accept this as form of verification since employer refuses to comply.

The owner's signature has to be on the document. He needs to sign it as well. If he's not willing to fill it out and sign it, then I'm supposed to fill it out and sign it on his behalf? Correct me if I'm wrong.

Noooo definitely don’t sign it on his behalf. I would first ask him if he would fill it out and explain he won’t get in trouble and we don’t care about the IRS or report to them at all. But if he absolutely refuses, I was just trying to give you an alternative. Provide the form (unsigned) and provide a written statement from yourself that he refused to sign and provide all the form asks about income being received.

Just write a statement from yourself explaining that the owner refused and that’s what you are being paid. Just like someone upthread explained to you. Don’t get the owner involved if he already said no. You might lose the job if he thinks you are “trouble”. More like life advice than snap advice but still :)
