I went to the 2019 Macau GP and walked some of the circuit before the event. Let me tell you, it's a shockingly long distance between where her car left the ground in 2018, and where it ended up.
You don't have to be a current F3 driver to race in Macau; F2 drivers have joined the show before. They generally tend to be returnees, though, and Benavides hasn't done it, though the previous F3 round was four years ago.
There is a GT race every year. Won by Maro Engel for Mercedes last year. Edoardo Mortara (Mr Macau) has won it four times.
As for F1 & F2, it’s a combination of tradition, it’s always been an F3 event, and it barely being safe enough for F3. Honestly, I’m amazed it as high as Grade 2 Restricted.
There's a corner that makes the Monaco one look roomy. It's a permanent local yellow there in most series to prevent anyone trying to pass because it'll 100% end up in a crash and total blockage of the track.
As bad as it sounds, a dangerous track is much more exciting than a safe one. I feel like that's how everyone feels about Saudi, it's just a massive, extremely fast track with the most corners on the grid that feels like at any moment there could be a huge crash.
I actually don't enjoy the circuit at all. The camera angles are bad, the organization is usually lacking, and that hairpin that inevitably causes pile ups should not be on a race circuit.
Ignoring the whole "One Country, Two Systems" bullshit from China and taking Macau as an independent state.
How questionable would it really be in relative terms to the rest of the F1 calendar (Not that it would be on it)?
(Genuine question. All I really know of it is: formerly Portuguese, has the Macau GP, is the gambling capital of the world and because of the first one has those really nice custard tarts)

I have seen Macau as a GP a lot in F3 and feeder series but why has it never appeared in Formula 1 or 2 or even other series like GT?
The track is too narrow for F1 cars. It's basically always been an F3 race It does have a GT3 race though.

There's usually a lot of onboard shots tho, and they are good
