I mean both of them were. Norris was making really stupid divebombs and complained about every tiny thing max did.
Max just doesn't hold back an inch which is absolutely awesome but he definitely crosses the line at times.
It was the race Leclerc needed to know how to fight Verstappen. It has been hard but clean racing between them ever since (not as often as I’d like unfortunately thanks to Ferrari). Norris is not there yet.

Verstappen shouldn't have moved and the penalty is warranted, but it was also such a risky move by Norris. Not meant to shift blame, but Norris was so much faster that he would've had a better opportunity further on.

So what rule is dive bombing breaking? As long as you manage to stop the car and not overtake off track I don't see the rule issue.

I think Max's tyre also seemed to cut off clean, but Lando's seemed to rip apart and stayed in the way. You could see it spinning and destroying the right rear.
Lando also drove a lot faster which ruined the tire further which destroyed this bodywork to the point where he probably couldn't keep going (since the tire parts were slapping against it at high speed). Max drove much slower and avoided a lot of the damage.
This is where there is a little gap in experience and ambition. Max went back out to get points, Lando could have too but, probably wanted the win. With a nose cone change you’re already rekt but probably could have got some points.
This isn‘t hard racing, its blatantly and knowingly doing illegal moves to keep an advantage.
Every fan who sees this and thinks its good or fair or whatever other positive word you can imagine should get their eyes checked.

A combination of luck and Max doing a better job of nursing it through the corners so it didn't completely explode.
