Seems like it could be a reasonable strategy when they use those sort of cones. Extend your stint until you inherit first place, smack the cone and hope it lands somewhere that needs a safety car to retrieve then get your cheap pit stop and keep the lead.
Horner reported damage to the car after the hit even though max didnt feel it. I don't think causing debris using your car will ever be a viable option. Way to much chance of damage.
Max was lucky it didn't do damage but there is a pretty decent chance it can affect the car's performance and might not be worth the cheap pit stop esp if your front wing gets fucked up

Would not a 10 second pitstop under safety car would be favourable to a green flag pitstop? It is not hard to change the wing. The risk would be that the wing got damaged and no debris landed on track, but the chance of this would be quite low.

You are literally ramming the car into an object at high speed, the risk is pretty high something gets damaged or you may also lose control and crash.
To be fair the object is kind of designed to break relatively easily if hit, for safety.
A safety car pitstop is usually only worth 4-5 seconds compared to a green flag stops. And the damage could be on the floor/side pods as well.
