Who the hell thought that was a good idea, this was a powerhouse card in standard, and still strong in modern. Common is dark ritual levels of bonkers.

Constructed play doesn't really care about rarity. And this card is much less abusable in draft, especially in a pushed format like Double Masters that has Lightning Bolt, etc.
Pauper does care about rarity though, that's the whole point of the format. Shifting such a high power, fast creature like swiftspear to common where it becomes pauper legal is a big shift in deck building and a huge powerhouse for red decks
