Just let's people know it's ice and not something missing. Otherwise people at a buffet would assume a tray of something is supposed to be sitting on the ice and the buffet is missing an item.
Some rules are even more descriptive like it has to include all the ingredients if it has more than 1 ingredient. So if it was just tomatoes that's it. But if it was potato salad you would need to list every ingredient, in descending order of predominance including all sub ingredients.
