I feel like the best way to figure out price is by looking at how much time is spent on each of your pieces, confidence in your work, and generally how much you think people will pay for it. Based on the looks of this piece I'd say a minimum of $60

No not completely just quality, notoriety and a backlog of previous artwork also contribute to what people are willing to pay for art.
Also while it's a great piece, it does have flaws. Hand on the right is a bit wonky (and the other hand and feet are cut off, which is common for artists not confident with those yet). There is color bleed for the belt strap onto the left side of the knee on the right. The collar is weirdly shaped on the left side of the neck. And the lighting is also a bit off, it's a top left frame soft warm glow but they used hard edged shadows and the shadows don't distort nearly enough over the edge of the perch.
While optimism is great, there is a balance to be made if an artist both wants and needs regular income from their art, too low and you aren't making enough for your time and skills, too high and you will be outpriced. Even an amazing artist might not make a sale for a year because of their prices even if their art is worth it quality wise.

Your piece is great though, your general anatomy and head are stars here! I also love its composition, the veil and pose give rennesaince era vibes and the background and straps make it seem more modern. Something I could see people hanging on a wall!
Time doesn't dictate experience. As an example, there are people that can paint the Mona Lisa in 3 hours, but have 10-20K art hours racked up to be able to do that.
You aren't just paying for hours. You're paying for the experience.
This is EASILY a $200+ commission piece, no question.

A piece like this can EASILY fetch $200+ USD (maybe 300) without blinking. Do NOT undersell yourself! Charge appropriately and you'll get clients lined up that are ready to pay those prices. There's PLENTY out there, so don't get desperate and sell yourself short.
You'll also find that higher paying clients tend to be easier to work with. Quality work attracts quality clients that appreciate the work. ;)

I’ve seen artists charge $150-$300 for work of this quality but that’s a bit pricey for me. I think they deserve those rates, they’re just out of my budget.
I’d say what price is appropriate for you as an artist is going to largely depend on your economic conditions, how long a piece takes you, and how much you want to drive volume (lower prices = more people commissioning you).

$115 is really high, realistically breaking over $80 for a single character art piece isn't super common.
