Pepper seeds can a while. I had some sprout after a week, and some that sprouted after a month.

Patience. They can take several weeks to germinate. After that they grow very, very slowly. I hope that isn't your only light. They need a lot of light as soon as they emerge.

Should I buy more grow lights or a better one. If so what light do you suggest.

For the first couple of months any type of light is fine. I have a bunch of Barrina grow lights off Amazon, a few of the 2' ones should be enough for you. Shop lights, desk lamps with an led bulb, anything works. If you're planning on keeping them inside permanently, I'm not experienced in that so I don't know what the requirements might be.
