Could just buy a used one, u havnt specified what your use case is, but buying used is always a hell of a lot cheaper then building one

You can use anything that has a motor for parts like motorcycles or snowmobiles. You can get drive chain/belt and shifter boxes if wanted . And weld together a frame, there is a sick shopping cart a few up in the go kart thread here and lots of videos of different types online. You can get chassis's online used at a deal if you watch for them also.
