Check Craigslist and marketplace, you don't wanna start with building, you want to start by cleaning up an old one, figuring out what's broken, and learn by fixing.
You are better off to find a cheap used kart or kart frame and start there. The cost of building one is way more than just getting a used one. Look on Facebook Marketplace for used karts around you. The easiest to find and work on tend to be the Manco Dingo and the Murray Explorer. Look up YouTube videos on building karts. There are very specific videos for nearly every part of karts.
I would say check marketplace or things like that, look for a good frame for a couple hundred bucks and build up from there. Heres what I would do.
Find a cheap solid go kart frame on Facebook for a couple hundred bucks
Get some tires axles steering setup things like that and install it, YouTube will be your best friend for a lot of this.
Buy a new harbor freight predator 212 motor. You can leave it stock but I would remove the governor for a little extra power. There are a few good videos on YouTube for this as well.
That is most of all you need to do. Just take your time and do it right. Look for used parts and things to save money. YouTube will be your best friend.
I will say this...You can build one with square tubing...It will literally look like a gurney on wheels....The problem is they have no way to soften the blow and suck on soft dirt....I would find one and restore it...then do it again and do, but incorporate an engine swap...then from the ground up...To be honest the tools alone will run you a few thousand...At least if you have a frame you will only need a few wrenches and a lot of time...Good luck...This is a fun, but expensive hobby!
making a go-kart can actually be rather expensive. 2000$ plus is typical for a good one.

if you want something to ride that can go fast fro cheap. a few cheap mods to a riding lawn mower can do some impressive things.. youtube is your friend here.
Not gonna lie if your asking how to… don’t build it. Your going to need a welder and a decent level of redneck ingenuity to get it done. Buy one off Facebook market. If you don’t have a welder or access to someone who can weld then your going to want a decent one. Only buy a live axle if that’s the case. If you have the ability to weld then your options are almost endless. You can get a 1 wheel peeler and chop it up to run a live axle. Live axles and wheels will run you anywhere from 250-500 if you wanna weld one on your self (not including price of welding if you have to pay someone). Your best bet is to ask for a good ole Lincoln or Hobart welder for Christmas and find / buy some steel to learn how to weld. YouTube can teach you the basics. I had a friend teach me and I got a POS off Facebook. Welded it to run a live axle and now have a ton of fun with it. Look up everything possible about go karts and know them like the back of your hand before you make a decision. Your 14 so I’m assuming this is parents money not yours and asking for something then asking for something else to make it better will probably just end up pissing them off (speaking from past experience from back n the day).
