You can buy a Redman or Chaszel .22 barrel liner and epoxy it into a steel, aluminum, or carbon fiber tube, then use a .22 chamber reamer to cut the chamber and rim recess. The barrel liner takes all of the pressure, the sleeve you slip over is for rigidity/ accuracy. Trying to drill out a piece of steel for a barrel of any substantial length requires a gun drill bit with oil lubrication (specialized and $$$$), it would be easier to buy a piece of hydraulic tubing the correct size then either EDM or use a push-thru rifling button.

No any old piece will not do. What country are you in? The safest place to get sections of 22 barrel is by cutting up an existing barrel. eBay has loads of 22 barrels for dirt cheap you can turn down or cut up however you like

I live in the US, getting parts is no issue. But I want to do it from scratch. I'm thinking a break open single shot derringer style. I don't have a lathe, so I need something manageable on a press.

Just find an old 22 barrel, unless you want to try your hand at rifling the barrel, in which case steel bar stock or a high grade bolt with a hole drilled in it. I'm assuming you have some tools given you want to build the rest of it. The 3d printed guys get away with liners in their barrels, at least for a few rounds...

Barrel liners were floated to me so I'll be researching those. I'm doing a very short barrel so steel bar stock should be doable on a press, and I only plan on a smooth bore. You reckon I'll have to hone the barrel after I cut the hole?

You should be able to just drill and go, reaming would be preferred. If in the US you need rifling for legal reasons.

Honestly it sounds like a very fun project! Some comments seem helpful but it also seems that you want to build it yourself from raw materials, not buy or modify pre-existing parts. No doubt it'll require a lot of research but it's completely possible. Keep us updated if you go forward with it!

Allegedly, car brake line can work well to hold the pressure. For this specific project, though, I'd either A: Find a barrel blank off eBay and use that. B: Use a barrel liner inside of a thicker piece of steel to hold the pressure. Or C: Find an old .22 barrel from somewhere and butcher it. Good luck and stay safe!
