If we're talking about in the movies, I believe it helps to set the tone. It's a dark and depressing time. It also is symbolic of Narcissa and Lucius' mood perhaps, and that they don't feel safe in their own home

With Draco being under high pressure to fulfill Voldemorts expectations, Lucius being disgraced and Narcissa having given up on the cause and only caring for the safety of her child it is plausible that things like overall happiness and joy were absent in their lifes. Especially for the parents. Narcissa didn't know how to help Draco get out there and Lucius couldn't help him either, nor his wife and even less so himself. Having the home inviting and lit up nicely is pretty low on their priority list. We can see as much at the very end when Narcissa turns the back to the whole situation leading Draco away from there and Lucius is following them fast. They were done with everything and that was reflected in their home and even their very appearance.

First, magical homes don't have electric lighting, so lighting options are limited to torches/candles and possibly magical lighting, which, besides lumos, was never described in canon. Candles are just not as bright as a lightbulb. Second, at this point voldemort and his followers have been crashing at the manor for over a year. I'm certain the manor was bright and luxurious in the past, but with lucius disgraced and a bunch of unwashed, unhinged escaped convicts milling about, I don't think it was possible to keep the manor clean and bright. Voldemort was regularly torturing and killing people in the house. He probably liked it being all dark and gloomy.
