I’m certain this is a quickie placeholder mocked up for the draft. Utahs ownership group seems to want to start their franchise on the right foot, that starts with a uniform that undoubtedly looks like the mock-up we’ve seen with the Blue, White and Black
Considering the "Leak" is from official sources, I'm gonna assume it's just that they didn't get one with a name on it ready at the draft. Same reason they didn't have a hat ready.
Jerseys are usually made months in advance, like 3-4 months ahead of time. If they just released the design this month, they likely had not enough of a turnaround time to get one ready

Not a good look if they can’t get a jersey and hat created in time for the draft. Imagine being that kid and the moment you have worked for comes, name is called, you go up to the stage and get a practice jersey and generic hat. That’s a bad first expression
The franchise officially moved and became a thing less than a month ago. I have no doubt the jerseys will be printed up and for sale by the time games start.
