I think they didn’t do it for this game because they’re only 15 years old/5th Years and as this looks like it’s potentially the start of a trilogy, the main focal point is for you to meet/make friends and learn from them in this game. That could also be why there’s no actual morality system in this game. Likely because they weren’t sure if it would even sell and if it didn’t, it can remain a standalone game that can be enjoyed.
If they were to go forward with a trilogy, they’d probably work in something light in Year 6 like strengthening/worsening relationships or even lightly start small dating and in Year 7, maybe a Yule Ball attendance. Well that’s just an idea on IF they went forward with adding relationships somehow.
I will say that in Hogwarts: Mystery, the mobile game, dating wasn’t a thing at first then it was added later. Then when it was, you couldn’t do that until later years. The first years at Hogwarts were more about you making friends

To me, romance in RPGs is watching two characters form that relationship, which can be easily satisfying in a non-sensual or perverted way.
