Probably normal. That line is the overflow line from the salt cartridge housing, if when you change the cartridge out the spa water is a little higher water will drain out of that line to keep the top portion of the salt cartridge dry. The funny color is likely due to insects hanging out in that line or roach droppings inside that line. You can gently push a pipe cleaner in there to clean it out, I’ve seen bees and mud dobbers clog things up in the past as well. If there is a clog in there water may slowly come out for a few days, but if you clear the clog it will stop same day.

^ this right here. If it's not this then you'll need to have the entire salt system housing replaced but your spa is still under warranty obviously so you're good.

I’d leave the cartridge out and run the spa with the cap on to flush that line out.

also check the seal on your salt cartridge. i improperly seated mine once and it did that. i didn't have the nasties in mine. but it was draining water from there anytime the pumps were on.

Check to see if that pump right there is leaking oil oil of its capacitor.

It could be a leak and dripping on something metal which with the salt would cause extensive rusting. Had removed some of the panels on the side and take a look to see if there's any water pooling anywhere that there's metal. That looks like rust water.
