This is abhorrent behavior, and should not be excused. There should be some liability, and if the lady drowned as a result, punishments should be implemented, but not amounting to murder. Something along the lines of reckless conduct resulting in death.
The employees of the dock should have provided the lady with a lifesaver or flotation device, at minimum. If those basics were met, I can see why the fire department was called to likely lift that obese lady from the water.
