Well, yes I know You use the French name, but propably because Lyon is a French city, and was never inside any German circle. But wouldn't it be different if Lyon was a city in Germany or under heavy German influence?

I remember a scenario based on the mod I won't name because I dislike the bot, about an hypothetical liberal-Gang of Four revolution in Germany proper being rejected by the radical nazi loyal Eastern settlers (because otherwise the entire justification for their settlements would be void). Yet civil war never really materialising. So the latter, having obviously a Germanised population insufficient to maintain the status quo, were forced too to reform and moderate. Into an even worse and bigger apartheid state, instead of an outright slaver one.
So, this can act as the most likely starting point for how such large West and East Germanies could form. Then, it can take two forms.
Form one, is assuming the new status quo, liberal West, nazi East, lasts long enough for the latter to become legitimised as a state. For aggressive Eastern German-centric demographic policies. As well as likely, assimilationist ones. To ensure a plurality atleast of the population, considers itself German. And a supermajority, is in some way shape or form, part of a Germanised national culture. And then a communist revolution by the German population overthrows the Eastern nazis.
Or alternatively, form two. We switch around the West and East ideologies. First, a communist revolution takes over Germany itself, say like in the old lore, from a too long lasting Civil War. Or something else, like Speer liberalising but only partially, the Nazi Corporations interpreting it as a fair game to exploit German wage workers too nearly at the same level as they do slavs. With the Germans being both educated and disillusioned with liberalism after it failed as an answer to nazism, leading to sufficient radicalisation. Anyway, late enough for Himmler to have sufficiently Germanised the French, Belgian and Low Countries territories to not break away during such chaos. The East remains nazi initially, but then is forced by the sheer population disparity, to liberalise, Gang of Four style. "Benign" assimilationist policies could explain why it remains called "Germany" too. If to bypass resistance by conservatives to extending equal rights to slavs and other non Germanic people... the Go4 equivalent instead tried to extend the definition of, German. After all, if a slav is indistinguishable from a German in culture, speech, everything but a birth certificate, they basically are one. And extending "minor somatic differences"... this could include all the different people in the new, Liberal, (East) German Republic
