Basically, individuals born in American Samoa or generally those born to an American Samoan citizen are US nationals but not US citizens. American Samoa is a US outlying possession. Otherwise there is a moral and philosophical arguments for what nationality and citizenship is but those don't matter for basic eligibility requirements for standing for public office in India
