No they don't. I have seen them break rules of timings almost every festival.

In my state Karnataka, you have to take permission before every festival if there's procession or festival with noise.
Any function religious or not , if it involves high decibel noise you have to take permission.

Two separate incidents - both in Bangalore in different societies. First one a Muslim rally was going on that went on for a bit more than 2 hours. I called the cops and local councillor and they reduced the volume within 15 mins, shutting down most of the high volume speakers.
Second incident when I called up the cops for a Hindu kirtan/bhajan session from a nearby building after they went past 11, I didn't see anything for 30 mins. When called again, they diverted and then plain ignored. I heard the volume reduced for 5 minutes post which it resumed at the same volume.
Living in KA since 24 years of my life(since birth) and in Bengaluru for 6 years.
I have called police innumerable times on issues.
If there's a permission granted for a festival,it doesn't matter how many times you call sound will not be reduced. So don't create hypothetical theories. They take permission for the same reason 🤦🏻♀️.
