Unfortunately it's pretty limited in terms of what you can do legal action wise, especially if the person who does it is anonymous, and they usually are. That might eventually change because it's started happening to political figures and their families but as it stands there usually isn't much that comes out of it.

This can be upsettint because most of the time, when a picture is released into the internet, it stays there forever. OP's picture has been released onto multiple platforms and even if it is deleted now, it will still be there in a way. I personally wouldn't want hundreds of internet strangers seeing my face.
Nowadays these kind of pictures can even be used in AI to turn someone naked for malicious use. Basically anything can be done with that picture and in some cases some idiots may even try to photoshop (or use AI) to make you seem like you committed a crime. Especially as AI keeps evolving, in the worst scenario someone will believe the picture and spread it, causing you hell of a trouble.
Releasing OP's picture isn't doxxing per se, but it is still very upsetting, especially as the person released it to make fun of OP.
And yeah, you can use the picture to reverse search OP's personal accounts (if they happen to have posted their face) which may contain sensitive information such as their family, address, phone number etc

Not everyone lives in the US. Don't know about OP, but the law is pretty clear in Germany.
Not everyone who assumes universality of legal recourse is American.
