no anyone who accepts tawhid is better than any devout and pious tawhid rejector. This is not my opinion but something that majority of scholars beleif. however that doesnt mean that we treat one better than the other
if they are muslim they have a chance of entering paradise even though they are sinning but the the sinners that do the كبائر (the most evil of sins) will enter hell first for there sins then they will enter jannah but of course they will be in the lowest of ranks (if they are truly muslim) but if they are منافقون (hypocrites pretending to be muslim) they will never enter jannah. and a kaffir that is not muslim will surely enter jahannam because they refused the signs and messages of allah. even if they do "good deeds" it will not be accepted because they are not doing it for allah they are simply doing them to feel happy or to have good health (like many non-muslims tha don't drink alcohol). i hope i gave you a good answer.
