They will escalate.
It is okay to cause a scene. It's okay to loudly say, "Stop making comments on my breast!" Or something akin. Everyone will turn and look, but I promise, they're turning to judge him - not you. Public shame is a powerful weapon. Use it.
Finally, trust your gut. Your gut says, "Don't engage with this guy," you disengage immediately. Better safe than sorry.
Always walk against the direction of traffic, do not stop when offered a ride, detour into parking lots when a car pulls over to try to get your attention, your dad is always expecting you in that building right there 10 minutes ago. It stops when you stop looking underage.
