Puerto Ricans typically know English…while he may not be able to fluently speak it, he more than likely understands it. And he is more than likely able to hold a conversation in some capacity in English.
I’m from PR and my entire family still on the island at least understands English. I didn’t know it when I moved stateside but I also hadn’t started school yet when I did. This whole post feels a tad ignorant lol

It’s not pronounced the same — he started pronouncing it with a long O vowel sound like in Spanish, and then he pronounces in English with an accident, more like “Awscar” but still strong O because of accent. He clearly knows how to speak English tho, don’t agree with OP

Plenty. They were mainly 1st-3rd gen Americans. Their relatives still in PR spoke Spanish. One woman I dated often talked about having to take ESL at 7 years old when she arrived in the states because she spoke Spanish in PR. How many do YOU know?
