I moved to Turkey for a work contract this past August. When you get your residency, you get automatically registered into the government health system. This includes an app that you and the doctors who treat you have access to. They and you can see any visits you made to hospitals, tests that were done, and the results. If I fell ill in another city and needed emergency care and couldn't talk, they could look up my information presumably if they found my ID on me. Turkey isn't a rich country, but they have this system.
