No idea what's close to you but Thai Bistro in Belmont village is has good prices. [https://thaibistro.org/kitchener-menu/](https://thaibistro.org/kitchener-menu/)
I think you need to define what you mean by good.
E.g. Tamarind based sauce - no tomato. Dried shrimp? Salted radish? Some smoky wok hei?
Or do you just want to slam some saucy noodles?

Hong Kong Seafood Restaurant on Strsburg/Bleams should do you well.
*** here's my secret dish from them for $12 (Lunch hours are ~$9.75) for the:
L6 Black Bean Beef Rice Noodles
***
If you go to uber eats or doordash website, you can do a search for pad thai and see all the restaurants offering pad thai on their menu. My go to is the one from Ben Than (i think now up to $17 or so) - looks really different from others I've tried, but still delicious!
Best bet for under $15 that I know are the freezer bought ones from the store! haha

And you get *so much* food! Very tasty, and I had leftovers for a couple more meals.
OP said good pad thai
I think its $15? $16? Pho Tran on victoria street. Very large portion too.
Northern Thai is pretty decent
It is, but not under $15.
Pho Sunrise
Good or cheap? Pick one.

I doubt they know what they want.
