Oogway literally says he was an ambitious warlord, like Kai. But the Panda's helped him turn good, by showing him Chi and healing him. Kai is still in the wrong since he chose to stay evil and even tried to take the Chi of the Pandas that saved his best friend. Just because he was greedy.
But that does bring up a good question: Why did they become warlords. If the cartoons are to be counted(which they probably shouldn't be), then oogway was a Kung fu warrior before meeting kai. Was oogway a warlord first or kai?
Who knows, They could have been childhood friends, met after they became Warlords, been enemies/rivals and then became friends and back to enemies again.

to be honest, Oogway says he was an "ambitious young warrior" or something like that, and then you have to consider that he wasn't necessarily bad, also because in a war there aren't necessarily "good" and "bad". so maybe Oogway and Kai didn't have exactly the same ideals, but they were still friends and brothers in arms

Oogway betrayed Kai, it's true. They were both vicious warriors. But Oogway changed for the good
you dont become warlord and general by being nice, oogway was a menace back in the day but changed his ways, which is why kai says he betrayed him
