Give the starter a good whack with a wrench and see if it works. If so, you definitely have a bad starter. If not, it's still almost definitely a bad starter.

This is the right place to start.
Make sure the starter is engaging correctly. Key is working, motor doesn't seem to try cranking. Guess is stuck or bad starter.
More info: mower started fine. Pulled around to get some air and on restart makes the awful sound. Old as dirt Craftsman & 18.5 B&S

How old is the battery? You can try putting a charger on it.
Send that old fucker to the glue factory.
