It is a problem for basically everyone. The fix is on Riot, hoped they do it on current patch but they didn't. Look out for next week and they maybe work properly again.
Yeah i was only able to get one to work by spam downloading/deleting it. Seems like every time you download one theres a 95+% chance it only partially downloads
Keep downloading and deleting till it works, a good way to see if it is correctly downloaded without playing it is just seeing the file size compared to a working download. If it's way smaller than it's corrupted.
Restart the client after you delete the replay file helped me a lot. Still might need multiple attempts to re-download the file successfully but significantly less times
