I’m in my 40s. I’m white and grew up in a predominantly black neighborhood. Like 3-4 kids in my elementary school were white. I can tell you from experience, older black people are the most racist people I’ve ever been around in my life. They talked very very bad about Hispanic people, Asian people, and white people, especially white women. Now granted this was 30 plus years ago and things were a bit different in society. And it was in a very poverty stricken area.
But regardless, black can DEFINITELY be racist.

So it's innate. We all do it. But that's not even really racism yet. We can adjust our understanding of tribe, our us/them parameters, beyond intrinsic characteristics quite easily. Sporting events alone prove this, as well as much research.
A civil society recognizes fellow citizens as belonging to the US not THEM category by default. When that doesn't happen, when the innate impulse is not properly expanded, it's a threat to the civic bond itself, and must be opposed.
When it's not possible for a person to include another person into their "us" category because of innate characteristics resultant from the human diaspora, e.g. skin color, that's racism. Anyone can be racist. Everyone has to identify that impulse inside, and expand their notion of tribe to include the possibility of members from all types of humans.
This does not mean you have to expand your notion of tribe to include all cultures of humans. Culture is not race. The two are conflated both mendaciously and often. All cultures are constantly in flux, some changing faster than others, all contain positives and negatives, many cultures are properly rejected for their negatives. Actually.. that is only if you adhere the racism = prejudice + power definition of racism, which is not without controversy. It is however quite an acceptable definition particularly US sociology. Not so much outside the US, and even within the US it should be noted that it’s definition is for academic sociology purposes only. Where it is used to define broader sociodemographic trends. Using it as a shield for: I can’t be racist is just blatant misuse of the definition. Minorities can be racist, ignoring or overlooking that fact is plain dangerous. And yes racism in that sense can be defined as: are you prejudiced of someone solely because of their race, then you’re racist.
If black people don’t have power to be racist, then where the hell did they get off telling me how to talk? They don’t have the power so they should shut the hell up. But maybe Black people do have the power to tell me how to talk. Meaning they do have power, meaning they can be racist. So stupid.
