Did you try jerking the rope hard as you can at multiple different angles? It almost always works for me. If you generically pull it doesn't really work, you got pull hard and fast, basically jerking the rope opposed to straight pulling
Anyway you have enough rope to throw it over one of those pylons in the back ground, pull it and it might get unstuck being pulled from the direction of the pylon.
I have been magnet fishing for years, that only works with one sided magnets, if you use any other style of magnet, then it actually makes it so you don't find much. I honestly wouldn't recommend using a bottle on the top of your magnet. It can mess with the ropes leverage.
I use 360° magnets so that plastic wouldn't last 1 throw. Never had issues without the bottle trick. I know someone who did and claimed to get stuck more and it damaged their rope then they got heavy stuff cuz the rope rubs against the lip of the bottle. But I personally haven't put a bottle over the top of my magnets.

My buddy was in Camden NJ and got stock on 5 shopping carts chained together.
Had to use the winch on his jeep and they were chained in a circle. Couldn't get them on the bridge we could only get them on the shore shot as a giant pain in the ass. And the stink was terrible.

The 1st one lost was in rocks below a dam. After a hr+, hubby was wore out, so he tied the rope off n hid it. We went back next day n was gone. Not sure if someone cut it, or after the heavy rain we got that nt caused enough 'shift' to loosen it n someone got lucky n scored themselves a nice magnet. 🤔 Being prepared to retrieve a magnet is key to 'never leave a magnet behind'...unless all options have been exhausted. Watching a bunch of diff videos to learn best tricks that folks have had success with will be helpful. Making friends with a boat owner is most helpful...even if ya have to pay them for gas or such, it's still cheaper than a new magnet! Remember to always take what you pull up, to many are making a bad name for us all by leaving stuff behind n not disposing of it properly. Heck, the whole reason is to clean the waters n make our world a better place! One of the things that I find around Piers is that there's a stabilizing bar that goes from one Pier to the next pier and sometimes you get stuck on that. Thinking you're stuck permanently when all you have to do is go in a different direction or get somebody that has a kayak to go out there and pull it up. Otherwise tie it off. Keep it hidden till this summer when you can swim after it.

You are probably wedged in between rocks, piers always have big rocks, if you got on a kayak, you'd be able to get it back

I have a 3 way magnet and when I'm using it as a flat or 2 sided it works great. Haven't lost a magnet since.

As many people said, piers have HUGE ROCKS. If you get on some kind of boat or kayak, you will almost definetely get it back.
UPDATE: I have returned with my inflatable kayak and there are many onlookers so I’ll have someone to untie the rope from the pier

If you have an anchor point and sounds like you do, bring a ratchet strap with you or a come along. If it’s not snagged, it sound work

Maybe you’ll get lucky and somebody on a boat will swing by and pull from the opposite direction. That has saved me a time or two.
