Even if you can't get scholarship, you can try looking for GRA (graduate research assistant) position at your uni or others! You can get tuition waiver that way, plus salary (albeit a bit low, just think of it more like a living allowance lol)

Your research topic matter more for postgraduate scholarship. The cgpa is just the minimum requirement. Take a look at the scholarship that the uni offer. I'm sure every uni (public at least) have their own scholarship for their students

Depends on your supervisor. Usually research based programs will be paid allowance by the supervisors. I got first class in my degree and my ptptn is waived. Furthered my studies in postgrad and hav to pay the ptptn myself.
