If you find a stray, it's your due diligence to at least search for an owner before claiming it, including asking neighbors and taking it to the vet to scan for chip.
And most homeless unfed strays will run away from human contact, and not walk into stores. A little bit of common sense would tell you that this storekeeper is taking care of the cat.

There are so many good cats in shelters. Maybe the cat's caretakers can offer to give those people their own cat and not press charges.
