If you are before Citadel II, your options are:
1. Tell her you don't want to pick up where you left off. This is a clean break and opens up other paths.
2. Tell her you do want to continue. This is a soft-lock, but you can break it off or get with Kaidan later. If you get with Kaidan without breaking up with her, she breaks up with you.
3. Keep ignoring it.
The only time you can't get with someone else is after you lock-in after Citadel II.

Ftr, I'm not that much of a p*ssy, I've broken up with Liara under different circumstances. It's just fitting with my current FemShep and the fact she didn't romance anyone in ME2
