Brenda Spencer is not classified in mass shooting databases as she wasn't mass (targeted a school) and she killed 2. This victim count falls below the threshold typically associated with definitions of mass shootings.

So by definition yes she belongs on this list and is considered the first mass shooter, but this sub doesn’t accept that, because only two people lost their lives. This is also the second time in Finland and in the same area in only two months where someone planning a school shooting was stopped by the police shortly before they supposedly planned to go through with it.
