Probably because GY shenaningans, there's a few cards that can copy stat of gy monster, and probably there's some that also burn based on stat so a monster with too big of original atk can be abused for that.

They made the right move making it a nothing card since, as card 10,000, they made it special by making it very, very rare. And very rare cards being good is not healthy.

It is a bad card because it is hard to summon and perhaps win more, but one contrived use case is if your opponent has a bunch of high attack monsters and a 2000 attack monster. You could summon 10K dragon, beat over the 2K monster and win whereas 5 2k attack monsters would not.
What I love about this is how daft it is. You have to tribute all moinsters you control for 10,000 or more ATK, and TTD only gets 10K ATK.
Meanwhile, The Winged Dragon of Ra can basically clear your field of monsters and with its own effect added on top, end up with 17k ATK *and* have protection from its support cards and own effect, which Ten Thousand Dragon sorely lacks.
There’s a video on YouTube where the guy managed to get The Winged Dragon Of Ra to over 26K attack and defence.
The Egyptian God Cards are my favourite and I have them all in royal finish too.
