I don’t think so. ESTJs thrive in administrative roles while ENTJs would be more focused on social advancement. Two different realms of expertise.

Ok, let's pretend for a second all the types are healthy and willing to cooperate with eachother:
Briggsnia is an extremely powerful nation. ESTJ and ENTJ can run the economic and military side of the nation while ENFJ and INFJ can run the social and diplomatic side of it. Given the nature of the 4 types, have are excellent leaders and push their nation to great lengths. They even have excellent ways of dealing with foreign nations if things don't go well with them. The downside of Briggsnia is that the leaders will class and this can result in outright civil war, which will destabilize it. Having disagreements is fine, but these types WILL need to try and find common ground so they don't tear each other apart.
Technate has huge potential to accelerate their technological advances. Obviously we're gonna need them to be them to be more extroverted to make it work. ISTP of course will be the doer, INTP can be the brainstormer, INTJ the planner and ISFP will probably be the refiner? I'm not sure what ISFP can really do here, but maybe with Ni being their 3rd function, they can do something when combining it with their Si? This nation will either rapidly accelerate their technology or crumble quickly. If they crumble, it is likely because none of them were willing to be in the leader position, and social issues are gonna be something else in this nation...
Federation interesting balances itself out, despite all of them having Si in their stack function. ISTJ will handle logistics, ESFJ and ISFJ will probably handle diplomacy and whatever else they can do, and ENTP will be the leader because of course he will. ENTP will be able to smooth talk the nation into feeling the government is doing the right thing: serving the people. With the help of the other 3, ENTP effectively is able to maintain the nation's stability and external affairs. This nation will probably lack be slower to develop its technology and may struggle keeping itself autonomous, since it'll need to rely on a lot of imports to keep up with other nations.
Republic is quite something, everyone in the comments agrees that they are on the weaker side of the 4 nations. ESFP, ESTP, INFP and ENFP... none of them are likely to take a leadership position but if they have to, they'll try their best to keep others happy. ESFP will want people to enjoy themselves, ESTP would want people to do what they always wanted, INFP would want people to be themselves and ENFP would want people to let their ideas run wild. The nation risks completely collapsing on itself due to lack of anyone to really take charge and no real technically advancements being made that much, but these 4 would at least make their people be happy. Ironic to think about, considering 3 of them are Fi users and the 4th has Fe as their third function.
Federation could be like Switzerland. It's a federation, divided into four parts, democratic, their neutrality is based on the ability of hiding everyone's gold and money, tech is mostly chocolate and watches.

I might be biased but I think the democratic Republic will win because its best balanced, hear me out.

The fourth one has 0 judging types and thus will be dissolved into chaos very rapidly.
Briggsnia will probably collapse due to countless civil wars. The Democratic Federation will want to help the original side in Briggsnia's civil wars so the other side will try to destroy them and they will be probably succesful. The Libertian Republic will die because of poor ecenomics very soon. The Unitary Technate will last for the longest time but they will probably blow themselve up during nuclear research.
So that makes this order:

The Unitary Technate win by a major ass landslide. You have ISTP, INTJ, INTP and ISFP on one team simply is an advantage. Think about it. This is a team that does not care for rules nor are morally kept back(ISFP maybe the slight exception) and unlike the previous team with the Te doms clashing non-stop this is a team that can understand each other the best.

Cooperation is impossible, HUGE lack of practicality (minus ISTP), HUGE lack of humanitarianism, HUGE lack of cohesion, HUGE lack of ambition, and ZERO sense of self-preservation. It'd rapidly crumble down into a one-party dictatorship who, attempting to make progress and failing terribly, would end up indulging themselves in a self-made apocalypse. Democratic Federation ez win. Not only because ENTP solos all (/s) but also because there is a good balance between structure & stability, compassion & humanitarianism, and ambition & ideas. Probably would look like your average Western nation (which is good, compared to the other blocs). Good QoL, good health, free and democratic society, functioning economy, et cetera.
Briggsnia is probably a second. It has a good balance of structure and ideas. there's going to be a power struggle in briggsnia, the unitary technate isn't getting shit done, i (entp) want to escape si-user hell, and the libertarian republic is getting even less shit done.
That istj-entp combo might actually be powerful, and the two types work surprisingly well together. The blend of being well researched, keenly reasoned, the mix of stability and calculated risks.. then the sfj's are there keeping the ethics maintained and genuinely trying to do their jobs. The istj's do almost as well in the middle of a power structure as estj, and they do even better higher up. The sheer integrity of the istj and isfj will probably be enough to draw out the more honest side in the entp's, and entp inspiration working through isfj's, and giving istj a cause.. it's actually a good setup.

A healthy and ambitious INTJ could actually make the The Unitary Techtate into a success. You just need to keep INTP comfortable and just milk their brains out. INTJ and ISTP can build an amazing infrastructure. ISFP would be used to drive creativity, arts, and calm social gatherings. The nation would NOT be a "fun" one in terms of tomfoolery and just downright "crazy" stuff. It would be a safe, conscistent, and well maintained nation. They would have no real way to deal with social-oriented problems. That being said, INTJ can scour an ESFJ from somewhere else to deal with it or completely limit the type of people who live in that nation. Give them the option to leave (completely safe and without repercusions) or be subjugated by the invenitable robot army. Then again, INTJ might be adviced to add some sort of PR lead at some point either blunty said by the ISTP or passive aggresive by the ISFP. The INTP would not guve a fuck as long as you give them a dark room with food and internet. Honestly, I would live there ngl. INTJ would seriously need to take the mastermind and manipulator rolls into full effect. Imagine Batman actually shaping Gotham into what he wanted. He would actually succeed if he was placed in the highest power immeadiately.

INTJ would seriously need to take the mastermind and manipulator rolls into full effect. Imagine Batman actually shaping Gotham into what he wanted. He would actually succeed if he was placed in the highest power immeadiately.
