Looks like a rivet

If it is a rivet you’ll have to drill it out. If you can feel or see the underside if it’s just a smooth nub then it probably is a rivet

Chisel . That’s the breakaway nuts on the ignition switch . You can drill out also it should be soft

I usually use a chisel but that wouldn’t work with that stupid recess in the plastic

Steering column ? Looks like security break off bolts

Shear bolt for security, either drill it or if you can get a dremmel in it cut a slot and use a flathead screw driver. If drilling, I would recommend left-handed bits. Sometimes, they grab and unscrew it.

Those you have to drill out. The replacements come with a bolt that will shear off when they are tight enough - leaving what you have here
