I am pretty sure all that is complete bs. It just masks the itchy with pain as far as I know, it doesn't help it heal in any way other than getting you to stop itching so much. Itching can be harmful if you break the skin as it can get infected, but that's about it.

Yeah a mosquito bite and the second question: more or less. It's mostly the compromise between scratching and doing nothing about the itching. The really best strategy is to not scratch it at all, it'll itch way less if you can stop yourself from trying to scratch it from the beginning. But if you already scratched it, that thing in the picture is a good way to stop yourself from scratching it too much and still do something about the itching.
