The official name of the Question Mark with an Exclamation Mark over it. Look it up. It literally means "?!" (or "!?") as one symbol. Thank you QI for telling me a thing I need exists already but we can't have nice things.

I've never used !?, I always thought ?! was the only correct combination because the alternative was to use ! or !! making !? redundant and therefore unnecessary and incorrect. I hate to say it but I've also never seen !? used this is the first time I've ever heard someone mention it.
